NASA Again Postpones Space Station Commercial Cargo Contract Awards, Boeing Out

Will NASA renew SpaceX and Orbital ATK as the favored contractors for the commercial cargo flights absolutely essential to keeping the International Space Station (ISS) amply stocked with science experiments and supplies through 2024 for the multinational crews now celebrating 15 years of continuous human occupation?

Or will a trio of other American aerospace competitors vying for the new government contracts somehow break through? That’s the multi Billion dollar question since the cargo awards are potentially valued at 3 to 4 Billion dollars or more each.

Well despite widespread expectations that the winners of NASA’s Commercial Resupply Services (CRS) 2 contract for the orbiting outpost would be announced by week’s end, nearly everyone involved will have to wait a few more months while agency officials again postponed a decision in order to ponder the long term implications of “a complex procurement.”

NASA says it needs more time to “assess proposals” and determine which of five private companies will be awarded the governments CRS 2 contracts for the ISS resupply missions.

Although NASA had planned to award contracts to at least two winners on Thursday, Nov. 5, the agency just announced another significant delay for the CRS 2 contract via its procurement website because the decision is “complex.”

“The anticipated CRS2 award is now no later than January 30, 2016 to allow additional time for the Government to assess proposals,” NASA announced on its procurement website.

“CRS2 is a complex procurement.

This new delay follows several earlier postponements already announced this past year.

The two companies currently holding Commercial Resupply Services (CRS) contracts from NASA, namely SpaceX and Orbital ATK, are dueling with new bids from Boeing, Sierra Nevada Corp. (SNC) and Lockheed Martin.

Altogether, those five companies are known to have submitted bids for the CRS-2 procurement by the due date of March 21, 2014. Awards were expected in June 2015 but the timing was repeatedly revised.

In the past year, both Orbital ATK and SpaceX suffered unexpected catastrophic launch failures during their most recent resupply flights in October 2014 and June 2015 respectively, which ended in total loss of all the payloads aboard the Cygnus and Dragon cargo freighters. I witnessed and reported on both rocket launch disasters for Universe Today from NASA Wallops in Virginia and the Kennedy Space Center in Florida.

Each company was originally expected to deliver 20,000 kilograms (44,000 pounds) of research experiments, crew provisions, spare parts and hardware spread out over multiple cargo delivery flights to the ISS under the initial CRS contract.

So NASA truly has a lot on the line while considering CRS 2 and postponing a decision may be wise until after both firms successfully complete their upcoming ‘Return to Flight’ missions – now scheduled for Dec. 3 by Orbital ATK and early January 2016 for SpaceX.

“The anticipated award date has been revised to no later than January 30, 2016 to allow time to complete a thorough proposal evaluation and selection,” says NASA.

When asked for a comment and explanation on the decisions and delay, a NASA spokesperson responded to me as follows:

“This is all we’ll be able to say, for right now.”

“Since the agency is in the process of evaluating proposals, we are in a procurement communications blackout. For that reason, NASA cannot answer.”

However, Boeing has been told by NASA that they are out of the running for CRS 2. Earlier reports indicated that Lockheed Martin is also out of the competition.

But there is still plenty of really good news for Boeing since they were already awarded a commercial crew contract in September 2014 to develop the Starliner space taxi to launch astronauts to the ISS.

The first Boeing CST-100 Starliner capsule is already being manufactured at the Kennedy Space Center, as I detailed earlier on site – here.

For the CRS 2 contract, Boeing submitted a bid to convert Starliner into an unmanned cargo freighter.

Meanwhile Sierra Nevada Corp told Universe Today that their Dream Chaser space plane “remains in contention.”

Dream Chaser is a winged mini shuttle that lost out in NASA commercial crew program competition. SNC submitted a proposal involving an unmanned version of Dream Chaser for the CRS 2 cargo competition building on what they already developed.

“SNC received notification that NASA has delayed the award decision related to Commercial Resupply Services 2 to no later than January 30, 2016,” SNC spokesperson Krystal Scordo told Universe Today.

“SNC remains part of the competitive range. We are proud of our Dream Chaser® Program team and are pleased to remain in contention for this important work in space.”

Neither SpaceX or Orbital will comment about the details of their CRS 2 procurement proposals to Universe Today beyond stating to me that they submitted bids and await NASA’s decision.

The CRS 2 contract is a follow on to the original CRS contract which was to run through at least 2016.

In the meantime, NASA opted to extend the original CRS contract to around 2018 by granting additional interim cargo flights to both SpaceX and Orbital under terms allowed by the contract.

SpaceX was granted five additional Dragon flights and Orbital ATK was given three additional Cygnus flights, for a total of 10 Cygnus resupply missions through about 2018.

The CRS-2 contract is valued at between $1.0 Billion and $1.4 Billion per year and NASA requires this service from approximately 2018 through 2024 according to the RFI.

NASA expects delivery of 14,250 to 16,750 kilograms per year of pressurized cargo as well as 1,500 to 4,000 kg per year of unpressurized cargo and return or disposal of up to 14,250 to 16,750 kg per year of pressurized cargo under CRS 2.

“We are anxious to get flying again not only for our own sake, but really for NASA and the crew!” Frank DeMauro, Orbital ATK Vice President for Human Spaceflight Systems Programs, said in an interview with Universe Today.

SpaceX plans an ambitious ‘Return to Flight’ agenda with their Falcon 9 rocket comprising dual launches this coming December, nearly six months after their failed launch in June 2015 that culminated in the total mid-air loss of the rocket and NASA cargo bound for the crew aboard the International Space Station (ISS).

The double barreled salvo of Falcon 9 blastoffs both involve launches of commercial communications satellites – first for Orbcomm followed by SES – and are specifically devised to allow a gradually ramp up in complexity, as SpaceX introduces fixes for the launch failure and multiple improvements to the boosters overall design. US Braces for Cat 4 Hurricane as ‘Joaquin’ Barrels to East Coast and ULA Readies 100th Launch on Oct. 2: Watch Live

NEW JERSEY – A wide swath of the US East Coast is bracing for impact in the coming days as ‘Hurricane Joaquin’ strengthened to a major and dangerous Category 4 storm, today, Thursday, Oct. 1, as NASA and NOAA satellites keep constant watch as it barrels potentially towards tens of millions of coastal residents.

Joaquin is already packing winds exceeding 130 mph with even higher wind gusts as the storm continues to strengthen at this hour and the pressure is decreasing. See the latest Hurricane Joaquin animation and imagery from NASA and NOAA, above and below.

Meanwhile amidst the hurricane watch, launch preparations are underway by United Launch Alliance (ULA) for the firms 100th rocket blastoff on Friday morning, Oct. 2 from Cape Canaveral Air Force Station in Florida with an Atlas V booster as Joaquin nears the US eastern seaboard.

A ULA Atlas V is slated to lift off Friday from Cape Canaveral Air Force Station in Florida at 6:08 a.m. EDT with the Morelos-3 communications satellite for Mexico, before the hurricane gets closer to Florida.

The National Hurricane Center declared Joaquin had intensified into a massive Category 4 hurricane on the Saffir-Simpson Wind Scale, as of 2 PM EDT today, Oct. 1.

The governors of three states – New Jersey, Virginia and North Carolina – have already declared ‘States of Emergency’ in anticipation of potentially destructive winds, potentially life threatening drenching rains and floods, downed power lines and ocean rip currents with high waves in local areas.

Multiple NASA and NOAA satellites are intensively and continuously observing Joaquin, and are providing absolutely critical data to forecasters and government officials with the most current and best information available.

NASA’s GPM, Terra and NPP-Suomi satellites and NOAA’s GOES-East satellite are tracking Joaquin and have seen powerful thunderstorms today which indicates continued strengthening.

At this time we still don’t whether the US eastern seaboard will suffer a major hit but officials are taking no chances after suffering through Superstorm Sandy which caused many deaths, widespread power outages and billions and billions of dollars of damage – from which we are still recovering.

Joaquin is currently over The Bahamas in the Caribbean and is expected to make a sharp right turn on Friday Oct 2 and head northwards to the east coast and the Atlantic Ocean. It could start impacting the Carolinas and regions further north as soon as Sunday, Oct. 4, based on current forecasts, and drop double digits inches of torrential rainfall.

Its pounding the Bahamas right now and is creating a disaster with hurricane force winds and heavy rainfall, say weather forecasters, as it remains over the island for some 24 hours or more and may drop over 10 inches of rain.

But there is a very wide cone of uncertainly of where it could hit as the possible storm track extends from the Carolinas to Maine. It may or may not directly impact the eastern US. The storm may shift to the right and spare the east coast. But no one knows at this time.

Some areas on the US East coast stretching from Virginia to Maine have already suffered from torrential rains and severe flooding from an unrelated storm the past few days and also right now today, Thursday.

So the grounds are already saturated in parts of the Carolina’s, Virginia, Maine and elsewhere.

Coastal flood warnings and watches are already in effect in many areas along the eastern seaboard where local areas could be drenched by some 12 to 18 inches of additional rain which could fall even before the hurricane hits.

Significant beach erosion has already occurred in the Carolinas over the past few days and more is expected up and down the entire coast up to Maine.

And 10 foot high defense berms of sand are being constructed at this moment along miles and miles of the Jersey Shore – areas that suffered devastating damage from Superstorm Sandy.

There is a potential risk of deadly flooding, flash flooding and damage to houses, buildings, businesses, roadways and infrastructure.

“At 2 p.m. EDT (1800 UTC), the center of Hurricane Joaquin was located near latitude 23.0 North, longitude 74.2 West. Joaquin was moving generally southwestward at about 6 mph (9 kph), and the National Hurricane Center forecast a turn toward the northwest and north on Friday, Oct. 2. On the forecast track, the center of Joaquin will move near or over portions of the central Bahamas today and tonight and pass near or over portions of the northwestern Bahamas on Friday, Oct. 2,” according to NASAs Rob Gutro.

The weather forecast for Friday’s launch from Cape Canaveral , Florida is currently 70 percent GO for liftoff of the United Launch Alliance Atlas V rocket at 6:08 a.m. EDT. The Atlas V will launch with the Morelos-3 mission for Mexico’s Secretaria de Comunicaciones y Transportes (Ministry of Communications and Transportation).

Morelos-3 will be part of the Mexsat constellation of satellites that delivers advanced telecommunications throughout Mexico.

Boeing Rejects Aerojet Rocketdyne Bid for ULA and Affirms Vulcan Rocket Support, Lockheed Martin Noncommittal

Boeing has officially and publicly rejected a bid by Aerojet Rocketdyne to buy rocket maker United Launch Alliance (ULA), which the firm co-owns with rival aerospace giant Lockheed Martin. Furthermore Boeing affirmed support for ULA’s new next generation Vulcan rocket now under development, a spokesperson confirmed to Universe Today.

Aerojet Rocketdyne, which supplies critical rocket engines powering ULA’s fleet of Atlas and Delta rockets, recently made an unsolicited offer to buy ULA for approximately $2 Billion in cash, as Universe Today reported last week.

The Vulcan is planned to replace all of ULA’s existing rockets – which are significantly more costly than those from rival launch provider SpaceX, founded by billionaire entrepreneur Elon Musk.

Boeing never “seriously entertained” the Aerojet-Rocketdyne buyout offer, Universe Today confirmed with Boeing spokesperson Cindy Anderson.

Meanwhile in stark contrast to Boeing, Lockheed Martin has “no comment” regarding the Aerojet-Rocketdyne offer to buy ULA, Universe Today confirmed with Lockheed Martin Director External Communications Matt Kramer.

Furthermore Lockheed Martin is not only noncommittal about the future of ULA but is also “currently assessing our options” concerning the development of ULA’s Vulcan rocket, Kramer told me.

“With regard to reports of an unsolicited proposal for ULA, it is not something we seriously entertained for a number of reasons,” Boeing spokesperson Anderson told Universe Today.

“Regarding Aerojet and ULA, as a matter of policy Lockheed Martin does not have a comment,” Lockheed Martin spokesman Kramer told Universe Today.

ULA was formed in 2006 as a 50:50 joint venture between Lockheed Martin and Boeing that combined their existing expendable rocket fleet families – the Atlas V and Delta IV – under one roof.

Who owns ULA is indeed of significance to all Americans – although most have never head of the company – because ULA holds a virtual monopoly on launches of vital US government national security payloads and the nation’s most critical super secret spy satellites that safeguard our national defense 24/7. ULA’s rocket fleet also launched scores of NASA’s most valuable science satellites including the Curiosity Mars rover, Dawn and New Horizons Pluto planetary probe.

Since 2006 ULA has enjoyed phenomenal launch success with its venerable fleet of Atlas V and Delta IV rockets.

“ULA is a huge part of our strategic portfolio going forward along with our satellites and manned space business. This bid we’ve really not spent much time on it at all because we’re focusing on a totally different direction,” said Chris Chadwick, president and chief executive of Boeing Defense, Space & Security, on Sept. 16 at the Air Force Association’s annual technology expo in National Harbor, Maryland – according to a report by Space News.

Boeing offered strong support for ULA and the Vulcan rocket.

Vulcan is ULA’s next generation rocket to space that can propel payloads to low Earth orbit as well as throughout the solar system – including Pluto. It is slated for an inaugural liftoff in 2019.

Vulcan’s continued development is being funded by Lockheed Martin and Boeing, but only on a quarterly basis.

The key selling point of Vulcan is that it will be an all American built rocket and it will dramatically reduce launch costs to compete toe to toe with the SpaceX Falcon rocket family.

“To be successful and survive ULA needs to transform to be more of a competitive company in a competitive environment,” ULA VP Dr. George Sowers told Universe Today in a wide ranging interview regarding the rationale and goals of the Vulcan rocket.

And there is a heated competition on which of two companies will provide the new American built first stage engine that will replace the Russian-built RD-180 that currently powers the ULA Atlas V.

Vulcan’s first stage will most likely be powered by the BE-4 engine being developed by the secretive Blue Origin aerospace firm owned by billionaire Jeff Bezos.

This week ULA announced an expanded research agreement with Blue Origin about using the BE-4.

But ULA is also evaluating the AR-1 liquid fueled engine being developed by Aerojet-Rocketdyne – the company that wants to buy ULA.

The Atlas V dependence on Russia’s RD-180’s landed at the center of controversy after Russia invaded Crimea in the spring of 2014, raising the ire of Congress and enactment of a ban on their use several years in the future.

ULA is expected to make a final decision on which first stage engine to use between Blue Origin and Aerojet-Rocketdyne, sometime in 2016.

The engine choice would clearly be impacted if Aerojet-Rocketdyne buys ULA.

Boeing for its part says they strongly support ULA and continued development of the Vulcan.

“Boeing is committed to ULA and its business, and to continued leadership in all aspects of space, as evidenced by the recent announcement of an agreement with Blue Origin,” Boeing spokesperson Anderson told me.

Lockheed Martin in complete contrast did not express any long term commitment to Vulcan and just remarked they were merely “actively evaluating continued investment,” as is their right as a stakeholder.

“We have made no long-term commitments on the funding of a new rocket, and are currently assessing our options. The board is actively evaluating continued investment in the new rocket program and will continue to do so,” Lockheed Director, External Communications Matt Kramer told Universe Today.

Another factor is that Aerojet-Rocketdyne has also sought to buy the rights to manufacture the Atlas V from ULA, which is currently planned to be retired several years after Vulcan is introduced, officials have told me.

The Atlas V enjoys unparalleled success. Earlier this month on Sept. 2, ULA conducted its 99th launch with the successful blastoff of an Atlas V with the MUOS-4 military communications satellite from Cape Canaveral Air Force Station for the U.S. Navy.

Boeing has also chosen the Atlas V as the launcher that will soon propel Americans astronauts riding aboard the commercially developed Boeing CST-100 ‘Starliner’ taxi to the Earth-orbiting International Space Station (ISS).

Starliner will eventually blastoff atop Vulcan after the Atlas V is retired in the next decade.

SpaceX Provides a Peek Inside Their New Crew Vehicle

SpaceX released new images today of the sleek interior of “Crew Dragon,” SpaceX’s spacecraft designed to carry humans to the International Space Station, and possibly other future destinations. If things go as hoped, the first commercial crew flights under the Commercial Crew Transportation Capability (CCtCap) program contract could take place in 2017.

UPDATE: SpaceX added a new video of the Crew Dragon in orbit, which you can see below, in addition to a video that provides views of the interior.

The futuristic interior is “designed to be an enjoyable ride,” says SpaceX. Four windows provide passengers with views of Earth, the Moon, and the wider Solar System right from their seats. The seats — which don’t look especially plush — are made from high-grade carbon fiber and Alcantara cloth.

SpaceX provided just snapshots of parts of the interior, and so its hard to get a feel for what the entire crew cabin will be like and how roomy it might be.

But with the white and black interior and the clean lines, the imagery is reminiscent of the interior of the spacecraft in “2001: A Space Odyssey.” See below for the non-HAL 9000 computer screen, and well as more images and a video scanning the interior:

NASA named four astronauts earlier this year who will fly on the first U.S. commercial spaceflights on either SpaceX or Boeing crew transportation vehicles. The agreement between NASA and the commercial companies is that at least one member of the two person crews for the initial flights will be a NASA astronaut – who will be “on board to verify the fully-integrated rocket and spacecraft system can launch, maneuver in orbit, and dock to the space station, as well as validate all systems perform as expected, and land safely,” according to a NASA statement.

The second crew member would likely be a company test pilot, but the details remain to be worked out.

There’s not been indication as of yet if the explosion of the SpaceX Falcon 9 rocket and Dragon cargo ship loaded with supplies for the International Space Station (ISS) on June 28, 2015 will have an impact on when the first crewed Dragon flights will take place. The explosion happened about 148 seconds after an initially successful launch. It was later determined an in-flight failure of a critical support strut inside the second stage liquid oxygen tank holding a high pressure helium tank in the Falcon 9 rocket was the likely cause of the accident.

SpaceX said the escape system provides a safe way to carry astronauts to safety if there is a problem and the crew would experience about the same G-forces as a ride at Disneyland.

Faulty Support Strut Likely Caused SpaceX Falcon 9 Rocket Failure: Elon Musk

The in-flight failure of a critical support strut inside the second stage liquid oxygen tank holding a high pressure helium tank in the Falcon 9 rocket, is the likely cause of the failed SpaceX launch three weeks ago on June 28, revealed SpaceX CEO and chief designer Elon Musk during a briefing for reporters held today, July 20, to explain why the critical cargo delivery run for NASA to the space station suddenly turned into a total disaster after a promising start.

The commercial booster and its cargo Dragon payload were unexpectedly destroyed by an overpressure event 139 seconds after a picture perfect blastoff from Space Launch Complex 40 at Cape Canaveral Air Force Station in Florida on June 28 at 10:21 a.m. EDT.

Musk emphasized that the failure analysis is still “preliminary” and an “initial assessment” based on the investigation thus far. SpaceX has led the investigation efforts under the oversight of the FAA with participation from prime customers NASA and the U.S. Air Force.

The root cause appears to be that the second stage strut holding the high pressure helium tank inside the 2nd stage broke at a bolt – far below its design specification and thereby allowing the tank to break free and swing away.

“The strut that we believe failed was designed and certified to handle 10,000 lbs of force, but failed at 2,000 lbs, a five-fold difference,” Musk explained.

“During acceleration of the rocket to 3.2 G’s, the strut holding down the helium tank failed. Helium was released, causing the over pressurization event.”

To date no other issues have been identified as possible failure modes, Musk elaborated.

The helium tanks are pressurized to 5500 psi and were breached during the over pressurization. The purpose of the helium tanks is to pressurize the first and second stage propellant tanks.

“We tested several hundred struts. On the outside they looked normal. But inside there was a problem,” Musk explained

“Detailed close-out photos of stage construction show no visible flaws or damage of any kind,” according to a SpaceX statement.

The struts are produced by an outside vendor that Musk would not identify. He added that in the future, SpaceX will likely choose a different vendor to manufacture the struts.

He said the struts were made from a type of stainless steel and would also likely be redesigned.

“The material of construction will be changed to Inconel,” Musk told me in response to a question.

Hundreds of the original type struts have been used to date on the first and second stages of the Falcon 9 with no issues. In the future, they will also be independently certified for use, by an outside contractor instead of the vendor.

The nine first stage Merlin 1D engines of the Falcon 9 were still firing nominally during the start of the mishap, said Musk. The first stage had nearly completed its planned firing duration when the explosion took place.

“The event happened very quickly, within 0.893 seconds,” Musk stated, from the first indication of an issue to loss of all telemetry.

“Preliminary analysis suggests the overpressure event in the upper stage liquid oxygen tank was initiated by a flawed piece of support hardware (a “strut”) inside the second stage,” noted SpaceX in a statement.

The blastoff of the Dragon CRS-7 cargo mission for NASA was the first failure of the SpaceX Falcon 9 rocket after 18 straight successes and the firms first launch mishap since the failure of a Falcon 1 in 2008.

The SpaceX CRS-7 Dragon was loaded with over 4,000 pounds (1987 kg) of research experiments, an EVA spacesuit, water filtration equipment, spare parts, gear, computer equipment, high pressure tanks of oxygen and nitrogen supply gases, food, water and clothing for the astronaut and cosmonaut crews comprising Expeditions 44 and 45.

The Dragon cargo freighter survived the explosion but was destroyed when it impacted the Atlantic Ocean.

“But the Dragon might have been saved if the parachutes had been deployed,” said Musk.

Unfortunately the software required to deploy the parachute was not loaded onboard.

“The new software required to deploy the parachutes will be included on all future Dragons, V1 and V2,” said Musk, referring to the cargo and crew versions of the SpaceX Dragon spaceship.

The NASA cargo was valued at about $110 million. The launch itself was not insured.

The investigation board is reviewing data from over 3,000 telemetry channels as well as video and physical debris, he noted.

The next launch of a Falcon 9 will be postponed at least a few months until “no earlier than September” Musk indicated.

Two Falcon 9 launches had been set for August from Vandenberg AFB and Cape Canaveral. And the next launch to the ISS had been slated for September on the Dragon CRS-8 mission.

Musk said the next payload to be launched aboard a Falcon 9 has yet to be determined.

Starting in 2017, the Falcon 9 will launch astronauts to the ISS aboard the Crew Dragon.

Overall CRS-7 was the seventh SpaceX commercial resupply services mission and the eighth trip by a Dragon spacecraft to the station since 2012.

CRS-7 marked the company’s seventh operational resupply mission to the ISS under a $1.6 Billion contract with NASA to deliver 20,000 kg (44,000 pounds) of cargo to the station during a dozen Dragon cargo spacecraft flights through 2016 under NASA’s original Commercial Resupply Services (CRS) contract.

Falcon 9 Rocket Failure a Huge Blow to SpaceX: Musk

In his first public comments since the surprise disintegration of the commercial SpaceX Falcon 9 rocket some two minutes after last week’s liftoff on June 28, SpaceX CEO Elon Musk said today (July 7) that the launch failure was a “huge blow” to his company and the cause remains elusive and is under intense investigation.

“The accident was a huge blow to SpaceX,” Musk told the opening session of the International Space Station Research & Development Conference being held in Boston, Mass, during an on-stage conversation with NASA’s International Space Station manager Mike Suffredini.

The private SpaceX Falcon 9 booster broke up just minutes after a picture perfect blastoff from Cape Canaveral on a crucial logistics flight for NASA, carrying a SpaceX Dragon cargo freighter that was headed to the International Space Station (ISS).

Dragon was chock full of over two tons of research experiments and much needed supplies and gear for the multinational crews serving aboard.

“There’s still no clear theory that fits with all the data,” Musk said. “We take these missions incredibly seriously.”

The cargo ships function as a railroad to space and the lifeline to keep the station continuously crewed and functioning. Without periodic resupply by visiting vehicles the ISS cannot operate.

The SpaceX Falcon 9 and Dragon were destroyed just over two minutes after a stunning liftoff from Space Launch Complex 40 at Cape Canaveral Air Force Station in sunny Florida at 10:21 a.m. EDT.

The upper stage of the rocket suddenly exploded due to an as yet unexplained anomaly as the nine first stage Merlin 1D engines kept firing. Moments later it vaporized into a grayish cloud at supersonic speed, raining debris down into the Atlantic Ocean.

Although the second stage appears to be the culprit in the disaster, Musk said that there is still not a coherent cause and explanation of the data and was hard to interpret.

“Whatever happened is clearly not a sort of simple, straightforward thing,” he explained. “In this case, the data does seem to be quite difficult to interpret.”

“So we want to spend as much time as possible just reviewing the data. No clear theory fits all the data.”

The Falcon 9 was transmitting data on over 3,000 channels of flight data streams.

Virtually since the moment of the mishap approximately 139 seconds after the otherwise successful launch, SpaceX engineers have been pouring over the data to try and determine the root cause of the accident.

“Everyone that can engage in the investigation at SpaceX is very, very focused on that,”Musk elaborated. “We want to spend as much time as possible just reviewing the data.”

From the beginning Musk indicated that there was some type of over pressure event in the upper stage liquid oxygen tank and he elaborated a bit at the conference.

“At this point, the only thing that’s really clear was there was some kind of over-pressure event in the upper stage liquid oxygen tank, but the exact cause and sequence of events, there’s still no clear theory that fits with all the data.”

“So we have to determine if some of the data is a measurement error of some kind, or if there’s actually a theory that matches what appear to be conflicting data points.”

SpaceX is conducting an intense and thorough investigation with the active support of various government agencies including the FAA, NASA and the U.S. Air Force.

“The interaction with NASA has been great so far,” Musk said. “The biggest challenge is that there are a lot of inquiries coming in simultaneously, so it’s hard to keep responding to everyone right away.”

The accident investigation is in full swing both at the Cape and SpaceX headquarters in Hawthorne, Ca.

Hans Koenigsmann, SpaceX VP of Mission Assurance, is leading the accident investigation for SpaceX.

“The process for determining the root cause of Sunday’s mishap is complex, and there is no one theory yet that is consistent with the data,” SpaceX spokesman John Taylor told me earlier.

“Our engineering teams are heads down reviewing every available piece of flight data as we work through a thorough fault tree analysis in order to identify root cause.”

The June 28 launch was the 19th overall for the Falcon 9 booster and the first failure in an otherwise hugely successful program by the new space company founded by Musk and headquartered in Hawthorne, CA. Musk’s oft stated goals include radically slashing the cost of access to space to enable much wider participation in the space frontier by entrepreneurs and individuals and foster much greater exploration that will aid human missions to the Red Planet.

SpaceX may have more to say publicly later this week.

“I think we’ll be able to say something more definitive towards the end of the week,” Musk noted.

In the meantime all SpaceX launches are on hold for several months at least.

The SpaceX CRS-7 cargo launch failure was the second of two back to back cargo delivery launch failures run to the space station, including both American and Russian rockets since April, and the third in the past eight months that significantly crimped the stations stockpiles and abruptly impacted upcoming crew rotations and launches throughout the remainder of 2015.

Fortunately, the string of launch failures with the successful launch the Russian Progress 60 cargo freighter on July 3, five days after the SpaceX CRS-7 failure. Progress 60 docked at the ISS on July 5 with three tons of supplies, to the relief of the station partners worldwide.

NASA Orders First Ever Commercial Human Spaceflight Mission from Boeing

The restoration of America’s ability to launch American astronauts to the International Space Station (ISS) from American soil in 2017 took a major step forward when NASA ordered the first ever commercial human spaceflight mission from Boeing.

NASA’s Commercial Crew Program (CCP) office gave the first commercial crew rotation mission award to the Boeing Company to launch its CST-100 astronaut crew capsule to the ISS by late 2017, so long as the company satisfactorily meets all of NASA’s human spaceflight certification milestones.

Thus begins the history making new era of commercial human spaceflight.

“This occasion will go in the books of Boeing’s nearly 100 years of aerospace and more than 50 years of space flight history,” said John Elbon, vice president and general manager of Boeing’s Space Exploration division, in a statement.

“We look forward to ushering in a new era in human space exploration.”

Boeing was awarded a $4.2 Billion contract in September 2014 by NASA Administrator Charles Bolden to complete development and manufacture of the CST-100 ‘space taxi’ under the agency’s Commercial Crew Transportation Capability (CCtCap) program and NASA’s Launch America initiative.

“Final development and certification are top priority for NASA and our commercial providers, but having an eye on the future is equally important to the commercial crew and station programs,” said Kathy Lueders, manager of NASA’s Commercial Crew Program.

“Our strategy will result in safe, reliable and cost-effective crew missions.”

The CST-100 will be carried to low Earth orbit atop a manrated United Launch Alliance Atlas V rocket launching from Cape Canaveral Air Force Station, Florida.

Boeing will first conduct a pair of unmanned and manned orbital CST-100 test flights earlier in 2017 in April and July, prior to the operational commercial crew rotation mission to confirm that their capsule is ready and able and met all certification milestone requirements set by NASA.

“Orders under the CCtCap contracts are made two to three years prior to the missions to provide time for each company to manufacture and assemble the launch vehicle and spacecraft. In addition, each company must successfully complete the certification process before NASA will give the final approval for flight,” says NASA.

Boeing got the mission order from NASA because they have “successfully demonstrated to NASA that the Commercial Crew Transportation System has reached design maturity appropriate to proceed to assembly, integration and test activities.”

Boeing recently completed the fourth milestone in the CCtCap phase dubbed the delta integrated critical design review.

The commercial crew program is designed to return human spaceflight launches to the United States and end our sole source reliance on Russia and the Soyuz capsule.

ISS Soyuz crew rotation missions are currently on hold due to the recent launch failure of the Russian Soyuz booster and Progress resupply vessel earlier this month.

Since the forced retirement of NASA’s shuttle orbiters in 2011, US astronauts have been totally dependent on the Russians for trips to space and back.

SpaceX also received a NASA award worth $2.6 Billion to build the Crew Dragon spacecraft for launch atop the firms man-rated Falcon 9 rocket.

SpaceX conducted a successful Pad Abort Test of the Crew Dragon on May 6, fulfilling a key NASA milestone, as I reported here.

NASA will order a commercial mission from SpaceX sometime later this year. At a later date NASA will decide which company will fly the first commercial crew rotation mission to the ISS.

Both the CST-100 and Crew Dragon will typically carry a crew of four or five NASA or NASA-sponsored crew members, along with some 220 pounds of pressurized cargo. Each will also be capable of carrying up to seven crew members depending on how the capsule is configured.

The spacecraft will be capable to remaining docked at the station for up to 210 days and serve as an emergency lifeboat during that time.

The NASA CCtCAP contracts call for a minimum of two and a maximum potential of six missions from each provider.

The station crew will also be enlarged to seven people that will enable a doubling of research time.

“Commercial Crew launches are critical to the International Space Station Program because it ensures multiple ways of getting crews to orbit,” said Julie Robinson, International Space Station chief scientist.

“It also will give us crew return capability so we can increase the crew to seven, letting us complete a backlog of hands-on critical research that has been building up due to heavy demand for the National Laboratory.”

SpaceX Dragons Coming and Going at Record Setting Pace

SpaceX Dragons seem to be flying nearly everywhere these days, coming and going at a record pace to the delight and relief of NASA, researchers and the space faring crews serving aboard the International Space Station (ISS). As one Dragon returned to Earth from space today, May 21, another Dragon prepares to soar soon to space.

The commercial SpaceX-6 cargo Dragon successfully splashed down in the Pacific Ocean at 12:42 p.m. EDT (1642 GMT) today, Thursday, about 155 miles southwest of Long Beach, California, some five hours after it was released from the grip of the stations robotic arm this morning at 7:04 a.m. EDT by the Expedition 43 crew as the craft were flying some 250 miles (400 km) above Australia.

The ocean splashdown marked the conclusion to the company’s sixth cargo resupply mission to the ISS under a commercial contract with NASA. Overall this was the seventh trip by a Dragon spacecraft to the station since the inaugural flight in 2012.

Following the launch failure and uncontrolled destructive plummet back to Earth of the Russian Progress 59 cargo freighter earlier this month, the station and its six person international crews are more dependent than ever on the SpaceX commercial supply train to orbit to keep it running and humming with productive science.

Working from a robotics work station in the domed cupola, NASA astronaut Scott Kelly released the Dragon CRS-6 spacecraft from the grappling snares of the 57.7-foot-long (17-meter-long) Canadian-built robotic arm with help from fellow NASA astronaut Terry Virts. Kelly is a member of the first 1 Year ISS mission crew, along with Russian cosmonaut Mikhail Kornienko.

The capsule then performed an intricate series of three departure burns and maneuvers to move beyond the imaginary 656-foot (200-meter) “keep out sphere” around the station and begin its five and a half hour long trip back to Earth.

The station crew had packed Dragon with almost 3,100 pounds of NASA cargo from the International Space Station. The including research samples pertaining to a host of experiments on how spaceflight and microgravity affect the aging process and bone health as well as no longer need items and trash to reduce station clutter.

“Spaceflight-induced health changes, such as decreases in muscle and bone mass, are a major challenge facing our astronauts,” said Julie Robinson, NASA’s chief scientist for the International Space Station Program Office at NASA’s Johnson Space Center in Houston, in a statement.

“We investigate solutions on the station not only to keep astronauts healthy as the agency considers longer space exploration missions but also to help those on Earth who have limited activity as a result of aging or illness.”

The Dragon was retrieved from the ocean by recovery boats following the parachute assisted splashdown. It will be transported to Long Beach, California for removal and return of the NASA cargo. The capsule itself will be shipped to SpaceX’s test facility in McGregor, Texas, for processing to remove cargo and inspection of its performance.

“The returning Space Aging study, for example, examines the effects of spaceflight on the aging of roundworms, widely used as a model for larger organisms,” noted NASA in a statement.

“By growing millimeter-long roundworms on the space station, researchers can observe physiological changes that may affect the rate at which organisms age. This can be applied to changes observed in astronauts, as well, particularly in developing countermeasures before long-duration missions.”

Dragon departed after having spent a record setting stay of 33 days berthed to the station at an Earth facing port on the Harmony node.

Dragon is also the only current US means for sending cargo to the station after the loss of the Orbital Sciences Cygnus craft in the Antares rocket explosion last October.

The resupply vessel had arrived three days later on April 17 and was successfully snared by the Expedition 43 Flight Engineer Samantha Cristoforetti of the European Space Agency, the first female Italian astronaut.

Dragon launched on April 14 with more than 4,300 pounds of supplies, science experiments, and technology demonstrations, including critical materials to support about 40 of more than 250 science and research investigations during the station’s Expeditions 43 and 44.

An Espresso machine was also aboard and delivered to enhance station morale during the daily grind some 250 miles above Earth.

Among the research investigations were a fresh batch of 20 rodents for the Rodent Research Habitat, and experiments on osteoporosis to counteract bone deterioration in microgravity, astronaut vision loss, protein crystal growth, and synthetic muscle for prosthetics and robotics.

CRS-6 marks the company’s sixth operational resupply mission to the ISS under a $1.6 Billion contract with NASA to deliver 20,000 kg (44,000 pounds) of cargo to the station during a dozen Dragon cargo spacecraft flights through 2016 under NASA’s original Commercial Resupply Services (CRS) contract.

Following the complete success of the SpaceX Dragon CRS-6 mission, NASA just announced that the next SpaceX Dragon is currently slated to launch on June 26 at 11:09 a.m. EDT.

The Dragon will carry critical US equipment enabling docking by the SpaceX Crew Dragon and Boeing CST-100 astronaut transporters.
